The subject of research - models, methods, approaches to planning the use of underground space of large cities to minimize environmental and man-made risks. The purpose of the work is to develop tools for planning the underground infrastructure of large cities to minimize environmental and man-made risks of urban space on the basis of a systematic methodology (on the example of Kyiv). Research methods: system methodology, which includes a modified method of morphological analysis, scenario analysis, fractal analysis, methodology of impulse cognitive modeling and their adaptation to urban problems, as well as methods of spatial planning and engineering geology. Results and their novelty: objects that have a significant impact on reducing environmental and man-made risks of urban space are identified; analyzed possible critical situations and factors of natural, man-made and terrorist nature, which may pose a certain danger to urban infrastructure; for the first time a morphological model was created to assess adverse events and their consequences for urban facilities, on the basis of which a comprehensive systematic testing of critical infrastructure facilities was conducted; a systematic assessment of the priority of construction of underground facilities; impulse cognitive modeling was carried out to develop scenarios for planning underground construction.
