It was found that the velocity field associated with the main low-energy resonance (at a centroid energy of 11.5 MeV) has a substantially vortex character, and this resonance reproduces the low-energy isoscalar dipole resonance observed in heavy spherical nuclei. It is shown that in the region of low energies another resonant structure (at a centroid energy of 10.2 MeV) detects vortex motion. It is established that the vortex motion of nucleons during isoscalar dipole excitations of atomic nuclei is caused by the dynamic deformation of the Fermi surface and dynamic effects in the region of the nuclear surface.
