The purpose of the study is to develop theoretical and practical recommendations for the implementation of innovations and entrepreneurship in modern market conditions of Ukraine. The theoretical basis of the study were the fundamental provisions and scientific works of domestic and foreign scientists in the field of general systems theory, the theory of institutionalism of the national economy, the theory of economic development of innovative entrepreneurship, the theory of regional economics and enterprise management, economic systems theory, evolutionary theory. The research methodology is based on the dialectical method of cognition of socio-economic phenomena, systemic and comprehensive approaches to public administration of the national economy, which provided an opportunity to comprehensively explore the basic principles of business development priorities in an innovative economy. Innovative prospects of business development in Ukraine are analyzed. The starting conditions for the formation of institutional-matrix clustering in the innovative economy are substantiated. The evolution of the collaboration effect and the achievement of the synergy effect within clusters for different types of economic systems are determined. The basis of formation of institutional-matrix clustering in the system of innovative economy is offered. It is shown that the efficiency of institutional-matrix clustering is provided by a high degree of its stakeholder communicativeness in the network system. In the innovation cluster there is a constant technological, financial, human, material and information exchange with changing environmental conditions. The synergistic effect involves increasing the effectiveness of joint activities by focusing on a long-term basis in one project the interests and resource potential of several organizations, strategically linked to each other by a common goal.
