The evolution mechanism concept is introduced and justified. The analysis of evolutionary aspects of the evolution stages and mechanisms is carried out. Complexity measures for these stages are offered and it is shown that the current stage is characterized by an exponential increase in complexity. The concept of parasitic complexity is introduced, a model is offered and the estimation of constructed model efficiency is given, and a mechanism for increasing lexicographic systems complexity is proposed, which corresponds to the subject area and doesn’t generate parasitic complexity. The most promising options to reduce the parasitic complexity growth are associated with controlled complexity, scientific and technological innovation, and quantum information. The study theoretically describes the lexicographic complexity concept and general approaches to the system engineering of this mechanism based on the application of the Lexicographic Systems (L-systems) theory and blockchain technology of L-systems. It is concluded that in the network-centric world, natural human speech becomes not only and not so much a humanitarian, but primarily a technological factor. Without the creation of a modern national linguistic resources system and a national linguistic infrastructure, the effective development of a network-centric society and knowledge economy in Ukraine is impossible. The tasks formulated in this way have now turned into serious challenges to the national and information security.
