The analysis of the functioning of the institutional structure of the national economy confirmed the prevailing paradigm regarding its monofunctionality and demonstrated a low level of efficiency, which led to further developments in the direction of its improvement in the context of glocalization. The direction of institutional changes in the direction of decentralization of power to increase the development of regional economic systems is substantiated. An in-depth analysis of the practice of European countries has provided an opportunity to direct the implementation of decentralization in Ukraine, including financial, to improve the efficiency of economic entities of different levels of the economy. The directions of changes in the institutional structure of the national economy in the direction of increasing the effectiveness of fiscal stimulation of the national economy are substantiated. Measures to combat corruption and avoid institutional pitfalls to increase the effectiveness of institutional change are proposed. The directions of institutional changes concerning increase of efficiency of budgetary planning and taxation of subjects of national economy are developed.
