Two stages of decentralization of power and their legal support are described, the state of development of united territorial communities in Ukraine, advantages of decentralization and possible risks of local power are given. The main forms of involving citizens in the implementation of local self-government are presented. The final section of the recommendations presents the experience of European countries in the implementation of administrative and territorial organization to ensure the improvement of social, economic and environmental living conditions of the rural population, as well as increase the effectiveness of environmental measures.
