Dobrov NAS of Ukraine " popup.description2  According to the results of the study of socio-economic mechanisms of the innovation process, the key role of science in creating innovations and ensuring the economic security of the country and its state sovereignty has been confirmed. Practical methods of compensating for the danger of social tension as a reaction to the possible rapid reformatting of society and compensating for mental mechanisms of resistance to innovation are proposed, a special study was conducted, which revealed the features of policies on this issue in many countries based on youth. In the study of methodological approaches to the formation of state innovation priorities, mechanisms and methods of their selection, socio-economic mechanisms for the formation of priorities based on the analysis of the experience of countries that have made an economic breakthrough. On this basis, the general patterns that promote or inhibit innovative development are identified. When formalizing the principles of creating innovation systems of different levels in Ukraine, the expediency of: 1) the formation of a legal mechanism of a special scientific institution (several institutions) responsible for: implementation of innovation priority (priorities); long-term Innovation Development Strategy; 2) withdrawal of the NAS of Ukraine from the patronage of the Ministry of Education and Science and subordinate it to the direction of the Cabinet of Ministers of Ukraine and the National Security and Defense Council of Ukraine (in the part related to national security); 3) based on the revision of the mechanisms of formation of national innovation and scientific and technical priorities of science and education reform, based on the provision that forecasting is an integral part of the researcher's scientific activity, thus making innovation development in Ukraine science-centric; 4) reforming the government's system of support for innovation development by revising the regulations on ministries and agencies, at the Product Description popup.authors Vovchenko Olena V.
