The aim of the work is to establish mechanisms for the formation of the intellectual sector of Ukraine's economy, ensure proper regulation of the intangible assets market, economic support for human capital development, creative industries, implementation of state guarantees of intellectual property rights, national interests and security of sustainable and dynamic economic growth. The methodological basis of the study are general scientific techniques and methods of cognition, in particular: methods of deduction, cliometric and logical analysis, coverage of certain historical conditions, methods of dialectics, scientific abstraction and systems analysis, application of methods of graphical, tabular, comparative analysis. The main result of the study is a new solution to the scientific and practical problem of a comprehensive theoretical and methodological study of the transition from classical "exclusive rights" of Soviet copyright to legal protection and protection of intellectual property in the global economic environment, which is a key prerequisite for innovative modernization of Ukraine. The results of the study allow the observance of state economic interests from granting preferences to national public organizations of collective management in exercising the right to receive fair remuneration for the use of copyright and related rights in Ukraine, which can be entrusted only to collective management organizations representing national authors or performers. in accordance with Article 179 of the Association Agreement between Ukraine and the EU and to exchange the collected remuneration in Ukraine with similar foreign organizations.
