The object of research is the customs administration in the system of public administration. The purpose of the work is to develop scientifically sound proposals for the development of a functionally oriented model of customs administration, adapted to domestic realities. Research methods - analysis and synthesis, deduction and induction, comparison, graphical and tabular comparison of data, system and structural analysis, observation. The paper considers the influence and tasks of customs authorities in the system of public authorities to ensure the achievement of sustainable development goals. Aspects of cooperation on customs issues between customs administrations of different countries are identified. The process of formation of domestic customs policy in the context of reforming the structure of the customs administration is considered. Based on the study of international experience in building the organizational structure of customs administrations, the features of individual countries and factors influencing the chosen model of organizational structure. The evolution of the organizational structure of the Customs Administration of Ukraine has been studied and scientifically substantiated proposals for building a functionally oriented model of the Customs Administration of Ukraine aimed at strengthening cooperation with other public authorities and customs administrations of other countries and optimizing the organizational structure of the Central Customs Service. These scientific results have a practical orientation and provide an opportunity to improve the activities of the State Customs Service, taking into account foreign experience in the functioning of institutional models of customs authorities.
