The object of research is the peculiarities of the process of formation of resistant social capital of the State Customs Service in the conditions of transformation of the institutional environment and determination of vectors of its development. The purpose of the study is to develop a model for the development of resistant social capital of the State Customs Service of Ukraine. Research methods - method of synthesis and analysis, deduction and induction, comparison, generalization, abstraction, dialectical knowledge, method of comparative law, methods of comparative studies world and domestic scientific concepts of social capital, questionnaires, modeling, tabular and graphic. The world scientific concepts of social capital are studied. Theoretical aspects of the phenomenon of social capital in Ukraine have been studied. The preconditions for the formation of the RSC of the State Customs Service are outlined. The architecture of the RSC of the State Customs Service is presented and the characteristics of its components are given. The current state of the RSC of the State Customs Service and problematic aspects of its formation and development are analyzed. A model of development of the RSC of the State Customs Service under the conditions of institutional transformation has been developed.
