Algorithms for managing information flows have been developed, which would reduce the time of passing information packets to the user in case of catastrophes and accidents with significant consequences. The design of a national interactive decision-making system in managing the man-made impact on the marine environment and its gradual integration into existing projects of developed countries is proposed. This will provide an opportunity to create an interstate integrated system for the Black and Azov Seas, to standardize protocols and databases. Conceptual provisions have been developed to form a national action plan for ballast water management, counteraction to emergencies, and operational pollution from ships. The scientific novelty of the results is as follows: Improved: conceptual provisions for the formation of state organizational and institutional support for the treatment of ballast water by methods of preventive protection based on updated management tools, economic efficiency, and environmental orientation; algorithmic support of information flow management, which is formed based on the target methodological approach and is accompanied by the first developed set of recommendations for the application of information and analytical tools of the project approach to creating a decision support system; scientific and applied substantiation of regulatory and coordination approaches based on economic feasibility focused on the balanced development of marine ecosystems and environmental safety of navigation; Received further development: substantiation of economic consequences of water pollution by oil products, which allowed to confirm the connection between the effectiveness of accident management and the timeliness of obtaining operational information by the decision-maker.
