The study set and solved the following tasks: studied the state and problems of modernization of the economy of old industrial regions in COVID-19 and implementation of the concept of smart-specialization based on identifying the state of development of old industrial regions of Ukraine using criteria and quantification of processes and stages of postindustrial and neo-industrial modernization; the strategic directions of integration of old industrial regions into the European Union and into global value chains are substantiated; the concept of stimulating regulatory regime of international public-private partnership in the context of smart specialization for successful integration of industry into global value chains is proposed; the institutional support of the implementation of the smart specialization strategy for integration into the European Union is analyzed. The practical significance of the research results lies in the development of practical recommendations for the modernization of the economy of the old industrial regions of Ukraine in the implementation of the smart-specialization approach.
