It is shown that groups №2 and №3 play a key role in ensuring the physical protection of a nuclear facility at the stage of the life cycle “operation”. External risk factors for physical protection of a nuclear facility and internal risk factors for physical protection for each integrated element have been identified. A mechanism for assessing the risks of physical protection has been developed based on our proposed mechanism for assessing the unacceptable radiation consequences of committing criminal acts against a nuclear facility and nuclear material and the permissible frequencies of core damage as a result of a physical protection event. An approach to physical protection risk management is proposed by assessing the contribution of each integrated element and adjusting it to reduce risk. The probabilities of occurrence of events related to the nuclear security of Ukraine, their unaccepted radiation consequences and the magnitude of risks have been determined. It is shown that the greatest risk in the field of nuclear security of Ukraine is the commission of sabotage of Ukrainian nuclear power plants. Recommendations for assessment and risk management of physical protection of nuclear facilities in Ukraine have been developed and implemented in training courses for physical protection specialists on topics: “Vulnerability Assessment”, “Risk Management in Ensuring Nuclear Security of Nuclear and Other Radioactive Materials and Related Facilities”.
