The aim of the work is to develop theoretical foundations and a systematic approach to solving the problems of scenario analysis and creating an analytical platform to support decision-making in the analysis of large amounts of poorly structured information. Based on the results of the work, the following was performed: a systematic approach to solving prediction problems using qualitative methods (modified methods of hierarchy analysis, Delphi and morphological analysis) and scenario analysis, network, situational methods, simulation in conditions of incompleteness and inaccuracy opportunity to conduct in-depth analysis and formulate long-term development policy. The approach to forecasting process support is proposed as a continuous classification of poorly structured data with extraction of facts to the knowledge base with parallel calculation of awareness indicators to record the dynamics of knowledge acquisition, which increases awareness of participants in the prediction process and thus increases the reliability of future scenarios. The work created a methodology to support decision-making, which using a systematic approach forms a single information space of knowledge about the future with the ability to make timely, informed decisions at the level of key industries of Ukraine and at the level of strategically important enterprises.
