The purpose of the study is to substantiate and determine the priorities of socio-economic development at all levels of government regulation as tools for strategic planning and management in a transformational environment. In the process of research the methods of system, economic and comparative analysis, abstract-logical, economic-mathematical modeling, forecasting, strategic analysis of competitive analysis, logical generalization, expert assessments, economic-statistical analysis are used. Carrying out initiative research work in the real sector of the economy, the authors aimed to substantiate recommendations and proposals to increase the level of planning and analytical, program-forecasting and project work in industrial and agricultural enterprises, commercial banks, educational institutions, health care, tourism, news agencies, regional and national authorities. Based on national interests and identified trends and challenges, risks and threats, the study paid special attention to the justification and prioritization of socio-economic development at all levels of government regulation as a tool for strategic planning and management in a transformational environment. In addition, recommendations have been developed to define the goals and objectives of regional human development, its modeling, forecasting and planning, financing of tasks and activities, and comprehensive monitoring. Analytical and forecast-project materials, saturated with own and collectively determined conclusions of the research on increasing the role of institutionalization of state-building components in Ukraine, can serve as a common basis for further transformations in Ukraine, development of new strategic programs and projects aimed at ensuring socio-economic cohesion of the Ukrainian people.
