Typical damages of the main bearing and barrier structures of residential buildings in operation were determined. The main indicators for the development of proposals for determining the economically feasible level of energy efficiency of residential buildings in operation and subject to thermal modernization were identified. A proposal was made to take into account the level of physical deterioration of the building when substantiating the economically feasible level of energy efficiency for the buildings put into operation. It is recommended to include in the methodology for determining the economically feasible level of energy efficiency for commissioned buildings the procedure of ranking of residential buildings being operated by indicators: thermal; energy; indicators of the actual technical condition. A procedure was developed to identify cases when energy efficiency measures are not economically feasible for work on thermal modernization. An algorithm for determining the economically feasible level of energy efficiency for commissioned residential buildings based on their actual technical condition and identifying cases where measures to improve energy efficiency are economically impractical for thermal modernization was developed.
