Purpose: development of theoretical-methodological approaches to the formation and use of NRA of RTS of the national economy. Research methods: economic-statistical analysis, expert method, economic-mathematical modeling, comparison and generalization, structural analysis and synthesis, analogy and grouping, methods of system and scenario analysis. Result: developed optimization model and mechanism of formation and use of NRA of RTS at the level of administrative-territorial unit will improve the justification of innovative environmental and socially oriented projects and increase their management within the domestic market of tourism and recreation services in Ukraine. Novelty: the place and role of NRA in the classification of natural resources in terms of their formation and use is determined. Substantiated: institutional factors for which natural resources in the process of their formation and use are identified as assets; expediency of diversification of the use of natural resources in the RTS as a direction of formation and use of its NRA. A set of components of institutional support for the reproduction of NRA of RTS is proposed, which with evaluation and programming is a functional component of the conceptual NRA management model. Developed: scientific and methodological approach to assessing the degree of implementation of the Sustainable Development Goals (SDGs), by determining the integrated indicator of resistance to the implementation of the SDGs in Ukraine, relevant to recreational and tourism activities; approximation optimization model to ensure the adoption and implementation of management decisions in the field of recreational and tourism activities, which allows to assess the use of NRA.
