The purpose of the work is to develop conceptual approaches to the state policy of Ukraine in the field of defense on the basis of the analysis of the security environment. Research methods - based on a set of general scientific methods, namely: systematic, comparative, analytical, statistical and structural-functional analysis. The significance of the scientific results obtained within the research work are: analysis of the main causes and characteristics of military conflicts of the early XXI century, which may affect the possible nature of future military conflicts; the modern views on the set and features of military and defense policy, their functions, principles, directions and methodological approaches to their formation are analyzed, taking into account the experience of NATO member states; developed proposals for further improvement of defense policy and identified key areas for implementation of governance policy in the field of defense; the directions of realization of policy of management of defense resources are offered; recommendations are provided for determining the policy effectiveness indicator for the key objective and each sub-objective in order to assess the success of military personnel policy. The main new practical result is the draft document "Ukraine's Defense Policy: Roadmap for Reforms".
