Glushkov Institute of Cybernetics of National Academy of Sciences of Ukraine popup.description2 At the beginning of this work has been analyzed by existing video surveillance systems, methods and algorithms for the processing of video data at different stages, the concept of building a mobile video surveillance system is proposed. In the first chapter an analysis of the requirements for video surveillance systems is carried out, the structure of a mobile video surveillance system is proposed, its main functions, hardware and software tools and tasks that can be solved by the system. The second chapter is devoted to the choice of hardware for the implementation of devices for collecting and analyzing video information. Typical smartphone is selected and a specialized video camera is developed and analysis of their composition, characteristics and capabilities is made. The third chapter presents on-board algorithmic and software that operates in devices for collecting and analyzing the vehicle information. The fourth chapter presents server algorithmic and software that serves for structured and ordered preservation of the accumulated video data with concomitant information about time and place of receipt of video data. The fifth chapter presents client algorithmic and software designed for selective access by authorized persons to video data accumulated on servers. In the sixth chapter, an additional algorithmic and software for the implementation of automatic detection functions in the image of car numbers and their recognition, as well as the automatic selection of people with the definition of the absence of masks for the subsequent required computer analysis, is proposed.
