A strategy for managing the state's financial and socio-economic security is proposed, including ensuring the coordinated use of financial and socio-demographic instruments to maintain macroeconomic stability, intensifying processes of attracting and redistributing investment resources, implementing structural changes in public finances, and strengthening the efficiency of the public financial management system. We improved provisions for strengthening the state's tax and budgetary security as a tool for sustainable development of the country; substantiation of directions of ensuring state's social and economic security; directions of increasing the level of state's socio-economic security in the context of ensuring the demographic stability of society. Received further development: theoretical and methodological principles of formation and monitoring of state's financial and economic security, taking into account the dynamics of hybrid aggression; generalization and systematization of the experience of formation and implementation of financial and socio-economic security of the state in the conditions of hybrid aggression in countries with advanced and transformational economies; provisions for the formation of fiscal policy in the context of hybrid aggression; methodological principles of forming the government financial policy.
