The purpose of the work is to study the formation of extreme high and low runoff of rivers in southern Ukraine in climate change and substantiate a comprehensive scientific and methodological basis for determining the probability and forecast runoff during floods and lows, which will assess hydrological and environmental risks and provide recommendations for taking into account the effects of climate change to improve socio-economic development and ensure sustainable water use in the study region. Research methods - theoretical analysis of hydrological processes and phenomena; statistical processing of hydrological characteristics; cluster analysis of climatic indicators; method of harmonic scales; geographical generalization of hydrometeorological quantities; spatial synoptic analysis of conditions for the formation of significant floods and long dry periods. The obtained results and their novelty - the analysis of physical and geographical conditions of formation of extreme (flood and low flow) runoff of rivers of the South of Ukraine in modern conditions of climate and water regime is carried out; carried out an analytical review and substantiated regional calculation and forecasting methods of hydrological regime of rivers on the basis of world experience in mathematical modeling of river runoff processes.
