The purpose of the work is to unify the organization and implementation of research and development work in the system of higher education institutions of the SES of Ukraine by introducing modern approaches to the standardization of working hours of researchers. The subject of research is the norms of working hours of researchers of higher education institutions of the SES of Ukraine and the peculiarities of determining labor costs and the cost of research and development work. Research methods - analytical research method (analysis of domestic and foreign regulations, guidelines, manuals, reference books and other literature sources, Internet information). As part of the research, normative documents and sources of scientific and technical information on determining the working hours of researchers were analyzed. The information on the essence of the concept of "labor rationing" is generalized, as well as the classification of labor rationing methods is given. To determine the directions of further research, the actual labor costs for research and development and other activities of researchers performed by the Ukrainian Research Institute and the Institute of Public Administration in the field of civil protection during 2016-2020 were analyzed. The expediency of applying the method of expert evaluations to determine the working hours of researchers is substantiated. Based on the results of the research, a draft of methodological recommendations for determining the working hours of researchers, as well as the features of determining labor costs and the cost of research and development work.
