A model of project quality management in educational intelligent integrated management system is created, which takes into account the influence of environmental factors and is based on the concept of universal document, based on scientific and methodological approaches to building a system of complex formation and assessment of regulatory quality standards. This allows to ensure the effective functioning of the elements of the quality management system of projects in the field of education and science using modern information technology in a rapidly changing consumer requirements. The concept is based on the principles and approaches of establishing a qualimetric assessment of the degree of compatibility and integration of normative components of process-oriented standards and choosing on their basis the rational structure of the project configuration model of quality management system of scientific projects. The paper proposes a project quality management model in an integrated project management system that takes into account the influence of environmental factors (market conditions, the needs of civil society, the state). The model is based on common principles, common elements, common procedures and requires the introduction of innovative technologies for its continuous improvement. Based on the proposed synergetic model of functioning of the intelligent integrated system and the model of quality management of research projects in this system, the existing information system "Science in Universities" has been improved.
