During the research, national and international normative legal acts, normative documents and other sources of information on capacity-based planning were analyzed. NS; a review of actions to respond to emergencies, the consequences of military conflicts, the ability to quickly solve the tasks assigned to the functional and territorial subsystems of a single state system of civil protection; features of capabilities in the field of civil protection are determined, the main properties (requirements) to capabilities and their carriers are investigated; systematized by functional purpose and scientifically substantiated the main basic components and functional groups of capabilities for different services and formations of the EDC; ways, forms and methods of determining capabilities have been developed.
