The object of research - social relations that arise in the process of communication, both external and internal between government agencies, their territorial units and citizens. The aim of the study is to increase the institutional capacity of the tax service in the segment of internal and external communication. Creating a powerful mechanism of the communication process by determining the optimal and appropriate procedures at the central and regional levels of the State Tax Service to form a positive image. Taking into account the topic, purpose and objectives of the study, the following research methods were used: analysis and synthesis (to detail the subject of study and study its components), dialectical (analysis and characterization of the existing state of communication), structural and functional (determination of structural elements of necessary procedures and measures) , formal and legal (development of communication strategy), expert evaluation (to study expert opinions on organizational principles in the field of communication, problems of implementation of the Strategy). The general theoretical aspects of defining the concept and content of communications and ways of their implementation, as well as the concept of electronic communication system, which is the process of transmitting and / or receiving information regardless of its type or type through electronic networks. The world (USA, EU, Great Britain), international (IOTA) and national practices of implementation of communication processes in state and tax bodies are analyzed, which allowed to define and generalize effective procedures for the implementation of external and internal communications. According to the results of the research, which contain scientific novelty, the author's team identified conceptual approaches to the development of the Communication Strategy of the State Tax Service of Ukraine.
