Scientific and technical product involves the development of a cooperative model of institutional partnership aimed at forming an effective system of lifelong learning in Ukraine to prevent labor emigration. The scientific and technical product is prepared using bibliometric analysis methods (using VOSviewer v.1.6.10 and SciVal by Elsevier), methods of economic and mathematical modeling (FCM-analysis, correlation analysis, logit- / probit-modeling, cluster analysis, simulation modeling ). Scientific and technical product provides the following new scientific and applied results: 1) scientific and methodological approach to determining the volume of supply and demand for competencies in the labor market using a normal and distributive-lag regression model; 2) scientific principles of scenario forecasting of the dynamics of net migratory population growth depending on the nature of changes in literacy levels of the population, its involvement in non-formal education using regression analysis and simulation; 3) scientific and methodological approach to assessing the impact of education on the volume of migration processes based on a two-tier approach; 4) the causal links between the level of net migration growth in Ukraine and the set of parameters that characterize the development of the national economy are identified and formalized
