Long-term synchronous ELF observations in Antarctica and the Arctic are presented. Annual and seasonal variations of peak frequencies and intensities of the first mode of SR are investigated. The difference in the duration of "electromagnetic seasons" in Antarctica and the Arctic is explained by the inequality of distances from radiation sources to observation points, as well as drifts of lightning activity centers. The main periodicities in the behavior of the fields of the global resonator Earth - ionosphere are highlighted. The analysis of long-term measurements of altitude profiles of electronic concentration obtained by vertical ionospheric sounding at the Polish Arctic Station Hornsund (Svalbard, Norway) from 2013 to 2017 was implemented on sporadic geospatial disturbances. Regular and repair engineering and technical works on modernization of HF and ELF observation facilities operating in the monitoring mode at two observatories on Fr. Svalbard (Svalbard, Norway)of IRA NAS of Ukraine were carried out. Software of systems for collecting, processing and transmitting data of observations via the Internet network has been improved.
