The national experience in using the tools of identification/positioning of united territorial communities (UTC) is generalized. The clustering of regions of Ukraine by the activity of using positioning tools has been carried out. The criteria for the identification of UTC of Ukraine in the context of sustainable development are substantiated and determined. Methodical recommendations for building a UTC identification profile, Distinctive-identification profile, and Improve-community identification profile have been developed. Methodical recommendations on UTC positioning and classification of UTC identification criteria (key and auxiliary) and UTC positioning parameters (single and complex) have been developed. It is proposed to use the vector of balanced positioning of UTC in the construction of positioning maps to determine the leading communities. The hypothesis of compliance with the identification/positioning of UTC to the requirements of socio-economic efficiency of local development has been confirmed.
