The purpose of research is development of theoretical and methodological support and practical recommendations of small business development stimulating Ukraine. Methods of research are theoretical generalization, analysis, synthesis, statistical analysis, systems approach, graphical method, comparison, modeling, methods of multidimensional analysis. A methodological approach to the selection of sectoral priorities for the small business development stimulating in Ukraine has been developed. The approach includes ranking of economic activities according to the current situation and dynamic assessment of key indicators based. Methodological support for the choice of ways to neutralize the negative impact of administrative barriers on small business development and a methodical approach to the assessment of administrative barriers which ensures more complete and balanced consideration of the parameters that characterize the barrier. The expediency of transforming the state policy in the field of small business by shifting the emphasis from tax support to stimulating of small business development is substantiated. The obtained results are the basis for the development of methodological support and scientific and practical recommendations for improving the effectiveness and elimination of existing shortcomings of state policy to stimulate small business development in Ukraine.
