 As a result of the completed research, the comprehensive development of the competence based foundations for mastering Ukrainian as a second language by 1st-4th graders of general secondary education institutions with instruction in the languages of national minorities was performed, which established profound theoretical prerequisites for the practical implementation of a qualitatively new stage in the advancement of language education; for the first time the theoretical foundations of teaching Ukrainian as a second language to primary school pupils of general secondary education institutions with instruction in the languages of national minorities based on the competence approach are determined; the methodology of competence-oriented teaching of Ukrainian to primary school pupils of general secondary education institutions (GSEI) with instruction in the languages of national minorities is developed, scientifically based and experimentally tested; the experimental methodology introduced in schools of Ukraine contributed to the implementation of the following educational tasks: a) the formation of internal motivation for learning Ukrainian; b) fostering a value attitude to the national language, communication in it; c) the enrichment of the active and passive vocabulary of Ukrainian of primary school pupils of general secondary education institutions with instruction in the languages of national minorities, which positively affected the formation of the pupils’ communicative skills, apprehension and acquisition of the content of educational texts; the conceptual foundations of the design of Ukrainian language and reading competence-oriented textbook are defined, the learning material to the content of the textbook is selected, its structuring was implemented on the basis of a competence-oriented approach to learning; approaches to the elaboration of didactic and methodological framework of competency-oriented teaching and learning are determined.
