The set of interconnected elements of this system and the mechanism of their interaction taking into account the transformation of land relations is determined, which allows to establish a balance of interests between authorized authorities at different hierarchical levels and landowners / land users. The need to systematize the issues of sustainable use and protection of agricultural lands and substantiate the conceptual provisions of institutional support for planning the use and protection of agricultural lands in the context of sustainable development, based on the analysis of scientific principles and legislation. Scientific principles of rational use and protection of agricultural lands are analyzed. The analysis of legislative support for the development of planning documentation at different levels in the field of rational use and protection of land indicates that at all levels are developing land management schemes and feasibility studies for land use and protection of administrative-territorial units. The necessity of development of the National program of rational use and protection of lands which should be preceded by development of the corresponding concept is proved. Proposals to the Concept of the National Program of Land Use and Protection have been developed, which defines the main principles, priorities and key provisions of this program.
