The construction of the theory of efficiency of educational activity in higher education on the basis of conceptions «triangle of knowledge» (higher education— research—innovations), «knowledge society» and «global sustainable development» and the generalization of interpretation of concept «efficiency of educational activity» are offered. It is specified that the policy and mechanisms to ensure the effectiveness of educational activities in higher education are determined by managerial, economic, regulatory, international, programme-educational, educational-research, information-digital, teaching dimensions. It was found that the policy of internationalization of national higher education systems has academic, economic, political, social/cultural justification, and internationalization is seen as a means of improving the quality of higher education and research as well as strengthening the social role of higher education institutions. The structure of educational service and the content of services in higher education as a result of economic activity, the essence of digitalization in higher education and its impact on the quality of educational activities, designing models of teaching and learning are defined, the role of standardization in the management of educational activities is identified.
