The research subject is a set of theoretical provisions, organizational and methodological approaches for determination the complexity and cost of the media content development work. The scientific novelty of the obtained results is the development of the Methodology for determining the complexity and cost of media content development, which includes a list of interrelated stages to determine the complexity and cost of media content development and sets basic standards for labor intensity, correction factors, procedure for determining the complexity and cost of media content. The methodology can be used by information and media structures of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine (in the system of strategic communications), as well as individuals or legal entities, regardless of organizational and legal form and ownership, creating media content. The use of the Methodology by the information and media structures of the Ministry of Defense and the Armed Forces in the system of strategic communications is one of the tools for implementing state information policy on national security in the military and defense spheres not only in wartime but also in peacetime on the activities of the Ministry of Defense and the Armed Forces.
