The mechanism of financing of sustainable development projects under the program of state (local) guarantee on the basis of private - public partnership is offered. The parties to the project in this approach are: the company, state or local authorities, state and commercial banks. Support programs and sustainable development projects are described in order to encourage businesses to make appropriate changes, provide assistance through co-financing. Methodological and applied recommendations for the creation of a special intermediary fund between enterprises and financial institutions for scientific, technological and environmental preparation of production (STEPP) are substantiated. The formation of the stage of STEPP for enterprises that are working on the development of innovative projects is proposed. The formation of a program of household financing in the context of the implementation of sustainable development projects is proposed. Theoretical and methodological bases of formation of the effective Program of regional competition of projects of sustainable development in Ukraine are developed.
