The novelty of the study is to develop conceptual frameworks for models of SME development depending on the cluster affiliation of regions and local communities based on the use of SMART specialization tools and innovative IT tools (including interactive mapping - MapInfo, Surfer), which allow to develop measures to eliminate existing territorial disparities in order to improve the business environment in the regions. Along with the use of general and special research methods, the project provides for the use of methods, techniques and methodologies that contain elements of scientific novelty. In particular, the interdisciplinary approach, which is at the intersection of regional studies, sociology, investment, finance, statistics, mathematical modeling; methodological approaches of institutional theory and the theory of behavioral finance when applying the approach of SMART-specialization of regions; economic-statistical and mathematical modeling, the application of which will be based on the use of programming language R (or Python using Machine Learning libraries), as well as to assess the relationship between macroeconomic, regional and SME development indicators.
