Object of research: development of civic activity of Ukrainian youth and formation of leadership qualities. Subject of research: Formation of the elite through the development of youth leadership and the development of youth leadership through the spread of social activity of young people. Aim of the research: To investigate theoretical approaches and practical steps of development of civic activity and formation of leadership qualities of youth. Results and their novelty historical analysis of national elites was shown; the relationship between youth activity and leadership qualities of leaders of public organizations: their intellectual abilities, character traits, acquired skills. One of the main reasons for the "non-participation of young people" in social, civic and political activities is the distrust of young people towards the leaders of civil society institutions. At the same time, there is no active activity in the selection and training of youth leaders at any level; adapted to the Ukrainian reality "Equation of public participation". Based on the data of the sociological research, the factors of formation of social activity such as motivation, resources, incentives and conditions of participation of Ukrainian youth in public life are analyzed, appropriate recommendations for state structures and institutions of civil society are developed; Civil society in Ukraine, despite periodic “revolutions”, remains weak and nuclear, because citizens, including young people, are unable to influence the development of political processes due to unwillingness to participate, due to the dominance of protectionism and corruption.
