The purpose of the work is to develop scientific and methodological support for the system solution of regulation and management in the conditions of structural and spatial transformations of the banking and non-banking sectors of the economy. Research methods - generalization and abstraction, synthesis, system, statistical, structural analysis, economic and mathematical modeling. The description of the stages of system analysis as a theoretical and methodological basis for managing transformations in the economy in the perspective of decentralization reform in Ukraine. The general scheme of determining the bank's readiness to cooperate with territorial communities is substantiated; a list of significant resources that can be effectively controlled in managing the viability of the local community; financial instruments to ensure the implementation of investment programs for the implementation of measures for structural modernization of the national economy. A method for assessing the current state of viability of the territorial community management system has been developed; a strategy of diversification of financial risks by choosing the appropriate directions and methods, as well as the formation of reserves, which allows the economic entity to reduce the likelihood of losses. A fuzzy cognitive map of resource management of territorial communities is built, which allows to build scenarios of resource management for the viability of the territorial community. Results: theoretical and methodological provisions of the study are possible for practical use in the management of structural and spatial development of individual segments of the national economy; in the educational process in the preparation of students.
