It is emphasized that for the purposes of the research it is proposed to expand the ideas of Evidence-based policy to improve the quality and validity of management decisions in the development of market land relations, the formation of a new paradigm of land management, land cadastre and land monitoring. The existence of problems of information and analytical support of land management at the state level is substantiated Problems at the level of territorial communities have been identified, namely: the absence of officially approved community boundaries, which does not allow to establish the boundaries of the rights and powers of local governments; lack of support in making management decisions at the local level regarding the management of communally owned lands; related to the inventory of unregistered lands, administration and collection of land tax, management of communal real estate, management of investment-attractive lands of the community; non-involvement of the community in the process of planning the use and protection of land within the community, etc. Problems have been identified at the level of agricultural enterprises. A number of algorithms have been developed for the analysis of satellite images of the Earth for the identification of land types and crops, including splines of their digital wave profiles during the growing season at different stages of the growing season. It is emphasized that at all levels of government a significant number of problems should be solved by implementing information technology on the principles of geospatial data infrastructure.
