A set of complementary methods was used to solve the tasks, namely: - dialectical method - for complex perception and systematic elaboration of theoretical and normative provisions concerning the use of special knowledge; - method of observation - to identify and study patterns that characterize the activities in the field of public safety and civil protection; - comparative - for comparative analysis of the experience of expert opinions of different CEBs; - systems analysis - in order to summarize the features of the use of special knowledge in the application of modern analytical tools; - statistical and sociological - to obtain and analyze empirical data on the subject of research, characteristics of phenomena, analysis of law enforcement and justification of conclusions; - scientific abstraction - for the formation of sound measures of a strategic nature; - facilitation methods - for the formation of collective opinion of the working group; - method of "brainstorming" - in the work of the working group to develop a system of indicators; - social survey to collect data of the general expert population; - expert evaluation, correlation analysis, factor analysis, cluster analysis, regression analysis - for data processing and interpretation of results; - collection, processing and analysis of scientific publications on the analysis of hybrid threats. The study was conducted in order to obtain scientifically sound conclusions on the definition of modern approaches to the study of hybrid threats, their study in the field of risk assessment, countermeasures and resilience of the Ministry of Internal Affairs of Ukraine, and an important organizational tool in law enforcement to combat hybrid threats in the public sphere. security and civil protection and prioritization of strategic analysis.
