The subject of the study is the activities of state-owned banks in the field of investment and lending in an unstable business environment. Purpose: analysis of the impact of banks with state capital on real GDP growth, increase the efficiency of public investment in capital, improve the investment attractiveness of state banks, the formation of sustainable finance in Ukraine. Research methods: a set of general and special methods of scientific knowledge, including statistical analysis, logical-dialectical, methods of analysis, synthesis and comparative analysis, the method of systems analysis. Research results and their novelty: The credit and investment policy of state-owned banks needs to be revised in order to improve lending technologies, refocus on supporting the real sector of the economy, and reduce lending to trade and real estate. In general, state-owned banks lag behind banks with foreign capital in ensuring the positive dynamics and quality of loan portfolios. As additional indicators of measuring the effectiveness of credit policy, it is appropriate to use the share of problem loans of banks by economic sectors, the share of foreign currency loans in the loan portfolio, the ratio of investment and loan portfolios, the concentration of loans to related parties. A coordinated concept on sustainable finance, financial market incentives, taxonomy regulation, taxonomy regulation, rating and reporting of financial instruments issuers on environmental, social and corporate governance standards is needed by national governments, stock market supervisors and the central bank.
