The system of innovative competence development of teachers of preschool and general educational establishments is substantiated, experimentally checked and implemented; conceptual principles of inclusive education of children with special needs were listed. The system of teacher training for the implementation of inclusive education of children with special needs in preschool educational establishments and primary schools has been established and implemented. The genesis of the problem of tolerance in the humanities has been studied. The results of the research can be used in the process of professional training of future teachers of preschool educational establishments and primary schools. The results of the study provide an opportunity to increase the effectiveness of professional training in preschool and primary education. The social effect is to prepare a creative competitive specialist in the field of preschool and primary education to implement educational innovations in educational institutions.
