The subject of the study is the sustainability of public finances in the context of pension system reform. The purpose of the work is to develop a model for ensuring the stability of the state budget in the context of reforming the pension system of Ukraine and practical recommendations on ways to minimize possible risks. Research methods - general and special: statistical and mathematical, simulation, historical comparison, economic and statistical analysis, graphical, fuzzy logic, index analysis. The research is aimed at developing a model to substantiate recommendations for ensuring the stability, transparency and efficiency of the state budget in the context of reforms in the field of compulsory state social and pension insurance. Objectives of the study: - systematization of financial flows of the pension system of Ukraine, relevant for the accumulation of risks to the stability of the state budget; - development of a model of stability of the state budget for different options for reforming the pension system of Ukraine; - scenario modeling of consequences for public finances of different options for reforming the pension system of Ukraine; - preparation of methodical recommendations for the use of the model of state budget stability in the conditions of pension reform in the context of tasks of ensuring transparency and efficiency of public finances of Ukraine.
