The theoretical and methodological bases of clustering strategies of the national economy on the basis of optimization of integrated value chains in the context of globalization challenges are considered. Peculiarities of information-analytical and communicative-network support of clustering processes of socio-economic systems are determined. Components of management of processes of formation and realization of innovative potential of social and economic systems in the context of cluster development are formed. Strategies and models of innovative potential of clustering of socio-economic systems in the context of national security of the state are constructed. The proposed scientific and methodological recommendations and models differ from those known in that they are based on the principles of proactive management and take into account the assessment, implementation and promotion of innovative potential for clustering socio-economic systems in the context of national security. The scientific research allowed to reconsider the application of theoretical and methodological principles of institutionalism, analyze market transformations in socially oriented economy and explore the mechanisms of interaction between institutions, government and business in the format of strategy building and modeling innovation potential of cluster structures in global challenges.
