The purpose of the work is to develop a complete, ie covering all basic human rights, holistic (performed according to uniform standards), systemic (built on the basis of a single system) doctrine, which should lay the necessary doctrinal principles for relevant lawmaking and law enforcement activities of public authorities at all levels, as well as the legal self-identification of individuals. Research methods - formal-logical, comparative-legal, systemic, statistical and other scientific research methods. The results of the work - formulated scientific proposals for existing regulations, as well as developed draft regulations aimed at improving the level of implementation and protection of economic and cultural rights of individuals.
