It is shown that the demand of finiteness of the total vacuum magnetic flux eliminates an ambiguity in the choice of boundary conditions at the edge of the topological defect. The theory is applicable to high energy physics, astrophysics and condensed matter physics. We have completed a theory of chiral effects in bounded volume of hot dense relativistic quantum matter in strong magnetic field. A significant role of boundary conditions for physical quantum systems in extreme conditions is established. We have explained the accelerated expansion of the early Universe and transition from the delayed to accelerated expansions of the early Universe on the basis of the unified approach. We have shown the way how temperature effects essentially affect the processes of quantum tunneling, that can enhance transparency of the screened Coulomb barrier in thermonuclear reactions of synthesis of hydrogen isotopes.
