Objective: to gain new knowledge about the nonequilibrium responses of condensed media to the action of quantum excitations and electrons to predict and control their physical properties. Research methods: theoretical analysis and computer modeling. The dispersion model of excited states of crystal subsystems in the conditions of external potential fields without restrictions on the magnitude of the wave vector is developed; Taylor's dielectric model is generalized taking into account the surface electric one current; agreed basic quantum description and description of the classical type for non-uniform quasiparticle dynamics. In particular, the two main forms of functional activity of protein molecules are considered in detail. The first form is quantum excitation of oscillating intramolecular states of the Amide-I type in peptide chains due to hydrolysis energy ATP. It is shown that three types of states are realized during excitation: symmetric, antisymmetric and asymmetric. The second is the transfer of a metabolic electron along the conduction band of its primary structure. The conduction band is shown to have five subbands, two of which are anomalous. The analysis of the basic principles of construction of the general dynamic properties of the conduction electron injected into graphene is carried out.
