The results of the study and their scientific novelty: a comprehensive study of civil protection in the Shum territorial community; the preconditions for transforming the existing system of civil protection of the population in the community are determined; the assessment of the financial capacity of the studied territorial community was carried out; developed practical recommendations for building a model of civil protection of the population of the Shum community; the sources of financing the system of civil protection of the population of the studied territorial community are substantiated.
