The sphere of regulation of development of entrepreneurial activity as a driving force of national economy is considered. The features of the use of regulatory measures to stimulate business and exchange activity are reflected. In particular, the main directions and tasks of economic policy to promote the development of business have been defined. Special attention is focused on the tools to confront the existing challenges and threats in the context of digitalization of the economy. A number of theoretical provisions on the construction of economic regulatory policy taking into account current factors, development of competitive entrepreneurship, formation of regulatory measures to stimulate business activity and exchange trading in the current conditions of global challenges have been improved. Mechanisms of policy of regulation and stimulation of development of business and exchange trade of Ukraine which are based on application of modern forms, methods and technologies of management, creation of conditions for maintenance of competitiveness are offered. In addition, the application of mechanisms to promote the development of business structures, the adoption of strategic and tactical decisions based on the assessment of the impact of global challenges on the development of domestic business and exchange activities has been substantiated.
