The purpose of the study is to develop a methodology for modeling flood zones in the river basins of Ukraine and to create of flood hazard maps and flood risk maps by river waters for the preparation of flood risk management plans. Research methods - analytical processing of geospatial data on flood protection objects, instrumental measurements of absolute marks of the riverbed and floodplain using topographic, geodetic and hydrometric equipment. The work was performed in the framework of the implementation of DIRECTIVE 2007/60/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 23 October 2007 on the assessment and management of flood risks provided by the Cabinet of Ministers of Ukraine of 25 October 2017 № 1106 On the implementation of the Association Agreement, and the European Union, the European Atomic Energy Community and their Member States, as the other part. Based on the methodology for the development flood hazard maps and flood risks maps, a methodology for creating of flood hazard maps and flood risk maps by river waters of the territories of river basin districts of Ukraine has been developed. By topic results a guide for the development of flood hazard maps and flood risk maps was prepared, which presents: a methodology, a step-by-step procedure for collecting output information, calculations and mapping, as well as flood hazard maps and flood risks maps in the pilot area.
