Object of research - Coordinate-temporal and navigation support system of Ukraine. The purpose of the work is scientific and technical substantiation of the ways of development of SKNZU, in particular, development of the concept of creation and construction of the system of monitoring of signals of global navigation satellite systems. The results of the analysis of the functioning of the first stage of the Center for High-Precision Coordinate Time and Navigation Support indicate the sufficiency of the functionality of specialized software in terms of coordinate time support. Substantiated structure and developed technical requirements for the purchase of equipment and special software of the 2nd stage of the Center for High-Precision Coordinate Time and Navigation Support for work with users of the security and defense sector. Based on the analysis of the organization of monitoring of radio navigation fields on the example of foreign analogues determined the characteristics of navigation signals to be controlled, set navigation tasks on accuracy levels and options, operational characteristics of GNSS, and determined the optimal scheme of interaction of software and hardware navigation information processing. The concept of creation and model of the complex system of monitoring on GNSS signals in which division of information streams of client and server part of SDR is worked out is developed in work, the stages of information processing are defined. Also, examples of functioning of the complex system of monitoring the GNSS signals are given, which contain the results of determining the standard work and cases of exceeding the limits of GNSS signals, the results of analysis of thematic information processing, determining the normal (regular) functioning of GNSS and detecting cases of abnormal operation.
